No access to invoices on my account?

When I click on the settings under my account name, there is no “Account” section on the left hand panel. There is only a “Profile” section (see my entire left hand section below). I am trying to access my invoices, but cannot even find the “Plan & billing” tab on the left. It doesn’t exist. Any ideas on how to find that?
