Can someone reference another (previous) user of a form?

I have x number of people that have to be asigned in a time and place (a hotel) after they complete a survey. How can I add a field in which they can point to another user that completed the form before them and wish to be grouped together. 
First I need to make aware the first form submitter a reference number. The subsequent people have to point to that number when they submit. 
The worst thing that can happen if I don’t nail it right - I’m organizing a swingers party without intention :)

I believe you could also use the table lookup option in Zapier for this, too. I just started using this feature on my own with Zapier, and it’s super handy!
