I’m a paying member of Typeform, and I can’t seem to import the template from this page:

Can someone help me import the template or fix the issue?

just raise a help ticket with Typeform Support and let them know and they will get it into your account for you.

Not yet. Support first told me to use Safari, but I’m on a PC. Then said:
I would need to escalate this to our technical team for further review, but before I do that, san you please do the following to troubleshoot the issue:
1. Can you please clear your browser cache & cookies.
2. Can you try to use an incognito window.
3. Can you please try to use another browser if the first two steps did not work.
I tried all of these and it didn’t work.
Hopefully he raises the issue to the technical team.
