How do you limit the number of responses to the form? I want to cap out the number of people that can sign up.

If you click on the Settings (gear) icon on the right hand side of the screen you can see the Access and scheduling option .. you can set the closing data, the number of submitted responses or manually close the typeform if you choose.. see the image below.
