Your respondents can certainly leave the form and continue so long as they pick it up on the same browser. This article here can explain a bit more on this feature.
Though, if possible, I would recommend minimizing the length of the form. Do you mind sharing a bit more about your use case?

Is it possible to enter the visitor to the last step that they are filled in after returning?
