Uploading photo for photo question

How do you get your personal images to upload on a quiz you’re trying to create? I am looking to upload a couple photos for a photo multiple choice question but can’t get them to load. I’ve tried all sorts of file sizes and it hasn’t help.

    No error message. Just has a loading icon that never ends. I’ve tried letting it load for 20 minutes and it is still loading.
