How to brake a tie on Outcome quiz

I have an Outcome Quiz to determine a person´s preferred style. It has 14 questions, each question with 8 options (a,b,c,d,e,f,g and h). At the end of outcome quiz, I would like to be able to identify if there is a tie on the number a times an option was selected and use 3 questions of the for to be the tie braker. 

 

For example, a person could respond 4 times for option a, d and f. This will mean a tie for these 3 options chosen.  I would like to identify if there are 2 or 3 options on a tie for high score, and then use 1 to 3 questions from the same questionnaire to break the tie and define a single higher score o singe outcome.
