Is there a way to create a survey where people can only vote once

One option might be this approach.
Alternately you could provide each voter with a unique code they have to enter at the start of the form. You could then match up those codes with the list of voters using a VLookup and eliminate any that do not match the codes provided.
that would work, how would i go setting that part up
