I want to keep the prompt to the question visible while the user is replying or submitting their video / response.

It depends on what you mean by 'prompt'. I'm wondering if you are referring to the overlay text you can add on top of a video?
This overlay text remains visible when recording a reply if the two column desktop layout is being used, but if the full screen layout is being used, or the videoask is being viewed on a smaller device, the overlay text isn't visible when sending the reply as the space isn't available.
