Phone number in a notification

I’m trying to put the url http://wa.me/ prior to a phone number. That way, I only have to click the link to start a WhatsApp conversation.

Strangly, when I only send the phone number, everything works fine:

+4917612345678

But if I put http://wa.me/ in front, it transforms the + into

http://wa.me/%2B4917612345678

Is this a bug and can this be solved?
